| Dependency and neglect complaints are filed against parents or non-parent caretakers of a child if the Department of Social Services believes that it reasonably knows or suspects that a child has been subjected to abuse or neglect. When a DNN action is filed, the State will assign a Guardian Ad Litem to represent the child's interests.
In Colorado, a child may be found to be neglected or dependent if:- a parent or child has abandoned the child or has mistreated or abused the child;
- the child lacks proper parental care;
- the child's environment is harmful;
- the child tests positive at birth for certain controlled substances; or
- the parent or legal custodial has subjected another child to habitual abuse
